Your Nebraska packet in four steps

Preparation summary checked 2026-10-28. Use the detailed guide below for document-specific prerequisites and unresolved exceptions.

Nebraska preparation: choose the document, prepare its evidence, submit the request, arrange return.
Read the same four stages below; no image or JavaScript is needed to use this checklist.
  1. Obtain the Nebraska record. Use an issuer-certified vital, court or filed company record, or a correctly notarized private paper. SOS requires the original signed by a Nebraska official or notary. [NE-90; NE-91.]
  2. Count notarizations carefully. The fee is $10 per document/notarization. Different notaries on one document create separate charges. Confirm ambiguous same-notary multiple acts; overpayment and underpayment can delay or return a packet. [NE-90.]
  3. Include request and payment. Paper request: check or money order payable to Nebraska Secretary of State. Online card payment: print the receipt and send it with the original documents. Payment alone does not submit the originals. [NE-90; NE-91.]
  4. Use the right delivery address. USPS: Notary Division, PO Box 95104, Lincoln, NE 68509. FedEx/UPS: Notary Division, 1201 N Street, Suite 120, Lincoln, NE 68508. Include a return envelope or label for your chosen service. [NE-90; NE-91.]

Two questions before you send

Does online payment produce an electronic apostille?

The online-payment instructions still require physical documents by mail or in person. This payment option is not evidence of an electronic apostille. [NE-90.]

When does processing begin?

SOS lists normal mail processing as 3–5 business days from receipt and same-day walk-ins. Procurement and shipping add time. Without return materials, it uses standard postage. [NE-90.]

Optional assistance does not change document eligibility or the state queue. Check the remaining exceptions before paying or shipping.

Understand the certificate and decide what the recipient actually needs

An apostille verifies the public signature/capacity and relevant seal; it does not approve the contents or guarantee foreign acceptance. Nebraska law authorizes the Secretary of State/deputy to sign it. Get the receiving office’s written list of exact documents, destination country/territory, age limits, translations and whether physical originals are needed before ordering. Do not buy an apostille merely because a document will cross a border. [NE-03: § 64-202(3); HCCH-01: Arts.3,5.]

NE-03 source HCCH-01 source

Separate outgoing Nebraska records from incoming foreign records

Nebraska SOS handles originals signed by Nebraska notaries/state/county officials. A foreign birth record arriving for use in Nebraska stays with its country-of-origin authentication authority; a Nebraska translation or custodian affidavit does not convert it into a Nebraska birth record. A record issued by another U.S. state follows that issuing state. A private document drafted elsewhere can follow Nebraska if the signature actually authenticated is a properly completed Nebraska notarial act; signer residence and the paper’s title do not choose the apostille state. [NE-01: What to Include; NE-19: question 11; HCCH-01: Arts.1,3.]

NE-01 source NE-19 source HCCH-01 source

Choose apostille or authentication using the actual destination

Check the HCCH status table’s entry-into-force, territorial extensions and objection/declaration links for the United States and destination on the intended use date. Appearing in the table alone is insufficient. An applicable Convention apostille replaces diplomatic/consular legalization; do not automatically add an embassy or federal step. For a non-Convention or excluded document, establish the destination’s authentication/legalization sequence with its authorized office before paying; Nebraska’s request asks the country so SOS can select the certificate. [HCCH-01: Arts.1-3,9,12; HCCH-02; NE-02: country field.]

HCCH-01 source HCCH-02 source NE-02 source

Sort the packet by document class

Use an issuer-certified vital record, clerk-certified court copy or SOS-certified filed company record for the official-record route. School records use the school/registrar’s authenticated signature process. A private affidavit, consent or power of attorney needs the chosen notarial act if its recipient requires notarization. A photocopy with a notarized cover is authentication of that private act, not certification by the underlying issuer. Keep different authorities separate even when one recipient requests the whole packet. [NE-01: document examples/original-signature rule; NE-11; NE-14; NE-17. Practical routing explanation.]

Order a Nebraska birth certificate

Use DHHS’s HHS-88 application (source link below), not a hospital keepsake or a self-made copy. Complete name/date/place of birth, parents’ names at birth, adoption/delayed-birth questions, purpose, relationship and requester contact; sign/date it. Include current photo-ID copy and required relationship evidence. Its footnote requires proof when requesting other than your own or your child’s record; DHHS’s proper-purpose and relationship rules still apply. One certified copy is $17, exact payment by check/money order to Vital Records. Enclose a stamped self-addressed business envelope and mail to Vital Records, PO Box 95065, Lincoln NE 68509-5065. Say it is for foreign use/apostille. [NE-05: PDF p. 1; NE-04: proper purpose/Birth.]

NE-05 source NE-04 source

Order death records with the investigation exception in mind

HHS-92 is the death-certificate application: identify the deceased, death date/place, relationship and purpose; add search details if needed; sign and provide photo-ID/relationship evidence. Each copy is $16, exact check/money order to Vital Records, same PO Box 95065 and stamped return envelope. DHHS limits ordinary eligibility to spouse, parent or child; if outside that group, resolve proper purpose directly with DHHS before paying. The form’s pending-investigation warning means an abstract may be issued without refund/exchange; establish whether the recipient needs a final cause-of-death certificate first. [NE-06: PDF p. 1; NE-04: Death.]

NE-06 source NE-04 source

Choose the correct marriage or divorce evidence

HHS-98 orders a $16 marriage certificate; HHS-97 orders a $16 dissolution certificate. Complete parties/date/county, purpose, relationship, signature/ID and exact check/money order to Vital Records with stamped envelope to PO Box 95065. Ordinary DHHS guidance allows your own or parents’ marriage/divorce certificate, with relationship proof. The marriage form points pre 1909 requests to the license county clerk or State Historical Society. A divorce certificate is not a decree: for the decree or pre 1909 divorce, the form directs you to the District Court where granted. Do not order a $16 certificate when the recipient asks for the judgment. [NE-07; NE-08: PDF p. 1; NE-04: Marriage/Divorce.]

NE-07 source NE-08 source NE-04 source

Plan the vital-record wait and the correct office

DHHS’s service table lists ordinary mail as minimum 15 days in-office; online minimum 7 days; walk-in minimum 30 minutes; expedited mailed orders 1-2 days. Genealogy can take up to 12 weeks and is not same-day. These exclude transit and SOS. Online ordering uses the linked DHHS portal and cards; mailed credit-card applications, faxed/emailed applications and emailed certificates are not accepted. The moved-office notice gives 301 Centennial Mall South, First Floor, Lincoln for Vital Records walk-in. This is not the SOS apostille counter. The expedited table mentions FedEx/UPS while printing a PO Box: obtain DHHS’s courier delivery instructions before buying that inbound label; do not address a private courier to the PO Box. [NE-09: both service tables; NE-04: move/For Your Attention.]

NE-09 source NE-04 source

Request the actual court filing from its court

For a divorce decree, name change, judgment or other court filing, use Judicial Branch CC 3:29 with the court/county, case number/name, exact document and date. Select mailed certified copies for the ordinary physical-original route, sign the request and supply return details. The form requires prepayment and lists $1 per seal plus$0.25 per page for mailed certified copies; postage may be additional. Confirm the clerk’s payment method and any access/sealing restrictions before sending payment. An online case-search result is not the clerk-certified filing. [NE-10; NE-11: PDF p. 1.]

NE-10 source NE-11 source

Keep electronic court certification distinct from apostille readiness

Lancaster’s actual request offers paper or email and separate certification. Paper copies cost$0.25/page plus certification starting at$1, with payment arranged by the clerk; its promised two-business-day reply is not delivery. Emailed certified PDFs are limited to parties/attorneys under its instructions. Neither that email option nor CC 3:29’s $1 emailed-certification choice proves SOS accepts your own printout. Ask the issuing clerk for paper certification suitable for foreign authentication and resolve any digital-output exception with SOS in writing. Use the court holding your case; Lancaster is an example, not a statewide mailing address. [NE-12: request fields/paper and email specifics; NE-11.]

Order apostille-ready business records before purchasing online

Use the SOS Corporate and Business page’s records links to identify the exact Certificate of Good Standing or filed document required. Its official search landing-page FAQ expressly says documents obtained online cannot be apostilled/authenticated and directs foreign-use certificate requests to sos.corp@nebraska.gov or 402-471-4079. Give the legal entity name/account number if known, exact record and date, destination, quantity and paper-original/apostille requirement; ask Business Services for the current certified issuance, payment and forwarding procedure before ordering. This is the official DIY issuer step and does not require Notary Geek or a commercial registered agent. [NE-13; NE-14: Certificate of Good Standing FAQ.]

NE-13 source NE-14 source

Calculate business fees without treating a download as certified output

The standard portal lists$6.50 for electronic good-standing output and$10 for a physical mailed certificate, the latter sent within 2-3 business days of order; its foreign-use exception still applies, so do not treat either ordinary online purchase as apostille-ready. General copies are$1/page and sealed certificate requests$10 under§ 33-101; LLC filed-document certified copies specifically cost$1/page+$10 certificate under§ 21-192(7). Apostille is a separate$10 ordinary certification. Ask the issuer for the precise total and record certification before paying; portal image prices of$0.45/page buy images, not an apostille route. [NE-14: both FAQs; NE-15: subsections 1-3; NE-16: subsection 7.]

NE-14 source NE-15 source NE-16 source

Separate company-issued private instruments from filed records

An operating agreement, resolution, authorization or beneficial-owner declaration prepared by the company may need an authorized human’s signature and the appropriate notarial certificate; it is not automatically an SOS-filed company record. A registered agent receives process and official correspondence, but that role alone does not make its photocopy an issuer-certified record. In a mixed packet, route the SOS certificate and the private signature independently. A Nebraska business does not force a private signature notarized in another state into Nebraska’s apostille process. [NE-01: Nebraska official/notary signature requirement; NE-19: question 7; practical role/routing explanation.]

NE-01 source NE-19 source

Use the school’s registrar route for educational documents

UNL authenticates/notarizes its own transcripts, diplomas and enrollment/degree verifications using its Certified Copy Request. It creates the official transcript/verification; for a diploma copy provide a photocopy of your original diploma as its instructions require, or order a replacement if unavailable. Clear student-account holds before requesting transcripts/diplomas. Complete the request with student identifiers, document choices, quantity, return instructions and handwritten signature. UNL may forward to SOS on request, but coordinate this before sending: its form calls for SOS instructions, separate state fee and postage-paid envelope. Do not replace the registrar’s signature with a student’s photocopy affidavit unless the recipient expressly requires that different act. [NE-17: Content/Holds/Apostille; NE-18: PDF p. 1.]

NE-17 source NE-18 source

Resolve UNL’s page-versus-form conflict before budgeting

UNL’s current page says 5-7 business days and no notary-services charge; its linked undated PDF says 1-2 business days and certified-copy fees$3 first/$1 each additional copy of the same document. Those may concern different services, but this guide cannot reconcile them into a guaranteed price. Ask the Registrar for the current copy cost, timing and address: the PDF header says 102 Canfield while its mailing section says 002 Canfield, PO Box 880416, LincolnNE68588-0416. FedEx card details on that form are for FedEx only, not payment of university/state fees. Other schools have their own registrar process; do not import UNL’s fees to them. [NE-17: Cost/Mailing; NE-18: PDF p. 1.]

NE-17 source NE-18 source

Prepare a complete private-document notarial act

Determine acknowledgment, oath/affirmation or other required act from the document/authorized recipient before the appointment. A non-attorney notary cannot select an absent act/certificate for you; SOS publishes acknowledgment samples, but a sworn statement may require a different act. Bring a complete document and acceptable ID; a stamp beside a signature does not supply a missing certificate. Nebraska’s acknowledgment law requires appearance and acknowledgment plus satisfactory identification; its annotation flags missing signer-name wording as incomplete. SOS guidance identifies seal requirements, conflicts/relatives, unfilled blanks and venue where the act actually occurs. If a separate certificate is used, its guidance provides for attachment to the document. Arrange correction with the original notary; do not change a completed certificate yourself. [NE-22; NE-20: § 64-203; NE-19: questions 2-6,10,14,16-18.]

NE-22 source NE-20 source NE-19 source

Budget ordinary notarial fees separately

Nebraska § 33-133 lists $5 for taking an acknowledgment, $5 for each certificate/seal, and $2 for an affidavit/seal or oath/affirmation; ask which charges apply to the actual act before the appointment rather than adding every line automatically. A government employee whose employer paid commission/bonding fees cannot collect those statutory fees. Travel or other agreed services and online-notary acts require their own applicable rules and quote; this ordinary schedule does not establish a universal RON price. A bank, workplace or school may provide eligible notarization without a charge. These fees are separate from SOS’s $10 certification. [NE-23: fee paragraph/employee exception; NE-17: UNL no notary charge. Local-provider comparison is practical advice.]

NE-23 source NE-17 source

Do not equate online notarization with electronic apostille output

Nebraska distinguishes in-person electronic notarization from remote online notarization. Its apostille instructions still call for original official/notary-signed documents physically delivered even after online payment. This guide did not verify a Nebraska e-Apostille service or a general paper-out method for every RON PDF. If you already hold an electronic notarized record, send SOS a description of the exact original/certification and obtain its instructions before printing or paying. A Florida-notary act follows Florida authentication rules even if the signer lives in Nebraska; the issuing notary state remains material. [NE-21: separate registration headings; NE-01: original/physical submission rule. Exact RON output remains unresolved.]

NE-21 source NE-01 source

Complete the current state request or online order

Use the official September 5,2023 Certification Request PDF linked below, or follow the SOS link to business.nebraska.gov for online request/card payment. On paper print legibly: requester/company, address, phone/email, destination country, document types, return recipient/address and count/payment. For an online order, print/include its receipt with the originals; online payment does not deliver the documents. Retain a copy of the completed request and transaction reference. Never email card credentials to an unofficial intermediary or put them in a free-text cover letter. [NE-02: PDF p. 1; NE-01: options 1-2 and receipt.]

NE-02 source NE-01 source

Count notarizations and send the exact payment

SOS charges$10 per document/notarization irrespective of page count. If one document has several signatures notarized by different notaries, its guidance charges$10 for each notarization. The paper form’s simpler document-count line does not remove this exception. Three ordinary separately certified records mean 3×$10=$30; a document with two different notaries can itself need$20. Resolve ambiguous multiple acts by the same notary with SOS before paying. Paper requests use check/money order payable to Nebraska Secretary of State; online requests accept credit/debit card. The PDF offers cash but advises against mailing it. Over/underpayment may cause unprocessed return. [NE-01: What to Include; NE-02: payment.]

NE-01 source NE-02 source

Use the postal address for postal submissions

Put prepared original certified/notarized records, the completed paper request with exact payment OR printed online receipt, and return materials together. USPS address: Nebraska Secretary of State, Notary Division, PO Box 95104, LincolnNE68509. Label the division and retain tracking. Do not substitute the general SOS footer’s PO Box 94608 or Capitol office, and do not send this packet to DHHS’s PO Box 95065. Keep a copy/photo inventory so a missing item can be identified without taking completed certifications apart. [NE-02: postal footer; NE-01: Mail-In. Inventory/tracking are practical guidance.]

NE-02 source NE-01 source

Use the street address for FedEx/UPS and walk-in

FedEx/UPS shipments: Nebraska Secretary of State, Notary Division,1201 N Street, Suite 120, LincolnNE68508. SOS offers walk-in service completed that day; its apostille page does not publish an appointment requirement, cutoff or counter hours. Confirm current opening/holiday/access conditions at sos.notary@nebraska.gov or 402-471-2558 before a long trip; do not infer unrestricted hours from the same-day statement. Finish any required notarization before submitting. A runner can carry a ready packet to this counter, but is not a substitute for issuer certification, document approval or a state acceptance guarantee. [NE-02: courier footer; NE-01: Walk-Ins/contact.]

NE-02 source NE-01 source

Prepare usable return delivery before surrendering originals

Include an addressed, prepaid return envelope or carrier label with enough capacity for originals plus attached certificates; keep the label/tracking copy. Without an envelope/label, SOS says it uses standard postage to the request’s address. The sources do not name an international-carrier acceptance policy or promise overseas tracked return; confirm the exact carrier, label/billing and destination with SOS before shipment. An account number alone is not a prepared label. If abroad, you can arrange a suitable domestic return recipient and onward shipment with an agreed scope. Scan-back and foreign delivery are separate from state completion. [NE-01: Mail-In; NE-02: Return Mail Address. Packing/overseas advice is practical guidance.]

NE-01 source NE-02 source

Separate processing time from procurement and transit

SOS’s checked ordinary estimate is 3-5 business days from receipt; walk-ins are described as same-day. Record ordering, school holds, corrections, mailroom delivery, inbound/outbound transit, weekends and destination delivery are additional. Track arrival before asking about processing; use the official Notary Division contact if the published window has passed, with reference, delivery date, document type and return plan. Paying a private service or buying overnight carriage does not create a published state expedite or guarantee arrival by a foreign deadline. No Nebraska paid-expedite option was established in these sources. [NE-01: Mail-In/Walk-Ins; NE-09; NE-17.]

NE-01 source NE-09 source NE-17 source

Keep federal documents on the federal route

An FBI history check or other U.S. federal agency document is not Nebraska-issued because its owner lives here. Use the issuing federal authority’s appropriate original/certification and the U.S.Department of State Office of Authentications instructions, FormDS-4194 and current federal fees/return rules. Some federal courts have their own competent authority; identify the actual issuer first. Do not buy a Nebraska apostille on a notarized FBI photocopy as a replacement for federal authentication. A non-Convention Nebraska document may need further federal/consular steps according to the destination’s written instructions; that is a separate route. [HCCH-03; US-02; US-01: document-preparation and submission links; HCCH-01: Arts.1,3,6.]

Worked case: one birth certificate for an applicable Convention destination

Assume the recipient requests your Nebraska birth certificate with a Nebraska apostille and no additional record. Apply to DHHS with ID and$17, then send the resulting certified record to SOS with its request,$10 and return label. Base official fees=$27; add two request/return mailing stages and any chosen shipping. Use DHHS’s expedited-mail instructions only if its delivery arrangement is resolved;1-2 daysDHHS plus 3-5 business daysSOS are separate in-office estimates. Translations, if required, add their own process. This synthetic budget is arithmetic, not acceptance or deadline proof. [NE-05; NE-09; NE-01; HCCH-02.]

Worked case: court decree and school transcript

A6-page court decree with one certifying seal costs$1+(6×$0.25)=$2.50 underCC3:29, plus$10 SOS=$12.50 before postage. A UNL transcript is a separate notarized-school record requiring another ordinary$10 SOS fee; confirm UNL’s conflicting copy-fee/timing instructions first. Do not combine both under a private notarized cover. If a private instrument adds two different notaries, the state fee for that instrument can be$20. Any FBI record in the same foreign application stays outside this Nebraska total. [NE-11; NE-17; NE-18; NE-01; US-01.]

NE-11 source NE-17 source NE-18 source NE-01 source US-01 source

Worked case: a certified LLC filing rather than a cheap image

For one 2-pageLLC filed document under§ 21-192(7), the certified-copy basis is(2×$1)+$10=$12; one ordinary separate apostille adds$10, so$22 before shipping or other required records. Obtain Business Services’ foreign-use issuance instructions first; a$0.90 two-page online image or$6.50 electronic good-standing certificate is not a substitute. A private company resolution may need its own valid signature/notary route in the state where notarized. Confirm whether the recipient needs the formation filing, amendments or a current certificate rather than buying every record. [NE-16; NE-14; NE-01. Synthetic arithmetic.]

NE-16 source NE-14 source NE-01 source

Inspect the returned packet and recover from rejection

Match the apostille’s named official, document and destination route to your order; preserve all attachments. Article 7 provides issuer-register verification: ask the issuing Notary Division through its official contact if authenticity is questioned; no public Nebraska apostille lookup was established here. A good-standing verification ID validates that company certificate, not automatically the apostille. If SOS returns documents, keep the written reason and ask the named issuer/notary to correct certification, signature, fee or form defects before resubmitting. For recipient refusal, get the actual approving office’s written reason, authority and escalation route. Do not detach/add pages, alter a completed certificate or treat a casual phone refusal as a formal ruling. [HCCH-01: Art.7; NE-01: contact/payment; NE-14: certificate validation. Recovery/integrity advice is practical guidance.]

Choose free DIY or paid help for a defined logistical task

This guide and official instructions are free to use; official record fees, notarization and shipping still cost money. Greg Lirette/Notary Geek’s attributed practical approach is to choose the document/issuer/notary-state route first, then separate preparation, state submission, state return, scan-back and international transport. A competent local notary can execute a verified private-document act; a runner/managed service can save a trip, coordinate originals/labels and spot packet defects. No Nebraska runner availability, priority queue, universal acceptance or guaranteed turnaround is claimed. Agree the exact handling and price before buying optional help; neither Notary Geek nor another agent is required to apply yourself. [Practical guidance attributed to Greg Lirette; repo documented route-before-platform and physical-logistics principles, not a Nebraska agency rule.]

Resolve these exceptions before paying or shipping

Source confidence: High for cited current ordinary paper forms, fees and addresses checked 2026-10-26; conditional for corporate foreign-use issuance, conflicting UNL instructions, DHHS courier delivery, exact electronic outputs and international return. No submission, shipment, recipient acceptance or actual apostille verification exercised.

Electronic output: Not established by the checked Nebraska instructions. Online payment and online notarization are not proof of e-Apostille issuance; SOS still requires physical originals. Obtain exact instructions for a RON/electronic source. [NE-01; NE-21.]

Keep the packet intact: Keep each certification and apostille attached and preserve the complete packet. Do not detach, substitute pages or add stamps. This is practical evidence-integrity advice; no Nebraska-specific physical invalidation rule is invented.

Official forms, ordering links and claim sources

Bracketed source IDs in the guide point to these records. Each record identifies the exact supporting section or PDF page and its checked date. A checked date is an observation, not an effective date or service guarantee.

Optional document review is available only within an agreed paid managed-service scope. This free guide does not include personal DIY consulting.

Optional help after you choose the document process

You can use the official process without hiring Notary Geek. For a simple wet-ink signature, compare your bank or credit union, workplace, neighborhood notary, shipping store or mobile notary. Confirm the fee and the correct notarial act before signing. A notary cannot turn a private photocopy into the issuing office's certified record.

If physical shipping from abroad is the obstacle, separate document preparation, state submission, state return, scan-back and international shipment. A scan is not the physical apostille packet. Any receiving, label, shipping, review or full handled service needs its own agreed scope and price; this guide does not promise those services for every document or a faster state queue.
