Foreign company owner workflow

Apostille customers often already have the company and mailbox.

That does not make the address route irrelevant. Foreign company owners still need to keep mailbox, CMRA, USPS Form 1583, address proof, no-SSN identity-document checks, notary, apostille, and shipping questions separate.

Answers you can use yourself

Which foreign address documents work for Form 1583, and what should I do if it is rejected?

Prepare two suitable IDs and settle the home-address evidence before paying for notarization. A foreign passport can satisfy the USPS photo-ID category, but it does not remove the separate address-ID requirement. A completed notarization does not require the mailbox operator to approve an incomplete or mismatched application.

Questions this answers

Start with the current form and two different ID documents

The official blank PS Form 1583 currently available from USPS is the June 2024 edition. Read both pages. The applicant home-address fields are separate from the mailbox delivery address and the business-address fields; putting the purchased mailbox address everywhere does not establish where you live.

For a foreign resident, a current foreign passport is an expressly recognized USPS photo-ID type. The form also names U.S. state, territory or tribal driver/nondriver ID, Uniformed Service ID, U.S. Access Card, U.S. University ID, Certificate of Naturalization, Matricula Consular, NEXUS Card and U.S. Permanent Resident Card. These printed choices do not settle the separate ID requirements of the notary who handles your particular transaction.

Item 9g of the form lists six address-ID categories: U.S. state, territory or tribal driver/nondriver ID; current lease; mortgage or deed of trust; home or vehicle insurance policy; vehicle registration card; and voter card. The document must support the home address entered in items 9b–9f. The form requires copies of the photo and address documents. Its footnote 10 prohibits using the same driver/nondriver ID as both IDs.

An official foreign document is not automatically an address-ID match

A German Meldebescheinigung or similar residence registration certificate may be good evidence for a different purpose. It is not a named item 9g category. Neither is a utility bill. Do not select “current lease” for a residence certificate, or assume that a stamp, translation or apostille changes its document category.

A genuine current lease or qualifying home or vehicle insurance policy is a candidate to review. The lease and insurance categories on the form are not expressly limited to U.S.-issued documents. They still need to identify you and the relevant address. A document in a relative’s name does not automatically establish yours. Do not invent a tenancy or alter evidence to fit a dropdown.

There is a real source difference to resolve: general DMM 608.10.4 permits an additional acceptable primary ID or an I-94 in its secondary-ID discussion, while the current Form 1583 address menu is narrower. Do not promise that a passport containing an address, an I-94, or another government residence document automatically fits item 9g. Ask the actual CMRA to identify the category and documented basis it will use, and seek USPS clarification if the sources cannot be reconciled. A portal cannot waive postal standards.

Separate the applicant, mailbox operator, portal and notary

You supply truthful information and suitable documents. The CMRA is the business actually receiving the mail. Identify its legal or operating name and location even when another company sells the subscription or runs the portal. The CMRA checks the permanent-address documentation, handles its USPS registration database duties and decides whether the application matches the required evidence.

USPS does not impose a notary-only signature route on every applicant. DMM 508.1.8.3a(3) permits signing or confirming the signature before the CMRA owner, manager or authorized employee, or acknowledging it before a notary commissioned in a U.S. state, territory, possession or the District of Columbia. These routes can include real-time audio and video. Your operator may offer or require a particular supported route; ask which route applies before booking.

A notary handles the required notarial act under the applicable notary law. The notary does not become the mailbox operator, approve its postal compliance, prove that the business operates at a mailbox, or guarantee bank acceptance. A dropdown refusal may be a portal limitation, an evidence mismatch or a separate operator policy. Get the actual reason before buying another notarization.

Resolve the address question before signing

Compare your name and home address across the form and evidence, including unit and postal-code details. If names, transliteration or address formats differ, disclose the difference and request written handling instructions. Do not change a true address simply to make the screens match.

Use the operator’s approved secure channel for ID review. Ask whether it needs the complete document, a translation, particular image quality, or a replacement current record. Do not post IDs on Reddit or send them to a public website feedback box. Once the documents and signature route are settled, follow the operator’s instructions for execution and submission.

If no genuine document fits the available address categories, pause. Ask the CMRA for a documented review against the USPS sources and whether it can support your facts. Another service may have a different supported workflow, but no service can turn false information into a compliant application.

Recover from a rejection or a later information change

Keep a copy of the completed form and the refusal. Request the exact failed field, document category and written reason, plus the reviewer’s name or office and escalation path. Distinguish a portal validation message or preliminary support response from the operator’s actual compliance decision. This is a practical way to diagnose the problem; it is not an extra USPS filing requirement.

For a blurry image or expired document, ask which replacement the CMRA needs and submit it securely. For a genuine discrepancy, correct the underlying information through the operator’s process. DMM 508.1.8.3a(5) requires a new application when required information changes. Tell the operator about a move, name change or renewed identification so it can determine the required new form and database update.

Do not edit a completed notarized form yourself or paste a new certificate into it. Preserve the old version, arrange a new correctly completed form and any required new notarial act, then confirm the CMRA has accepted and recorded the replacement. Repeating notarization without fixing the stated evidence problem is unlikely to help.

If you change mailbox providers, do not assume an ordinary USPS change-of-address order will forward the old PMB mail. DMM 508.1.8.4 assigns termination and remailing responsibilities to the customer and CMRA. Give the old operator the correct remail instructions, confirm any charges and exceptions in writing, and update important senders directly.

Worked examples

A resident of Germany has a current passport and a Meldebescheinigung but no document that clearly matches the address-ID menu.

What to do: Use the passport as the proposed photo ID. Before notarization, show the operator the address-document type through its secure process and request its category and basis. If you have a genuine current lease or qualifying insurance document in your name, ask it to review that candidate.

Why: Local residence proof and the USPS address-ID categories are different tests. A translation or notarization does not make the residence certificate a lease.

An applicant uploads the same U.S. driver’s license for both the photo-ID and address-ID slots.

What to do: Keep the license in one role and provide a separate suitable document for the other. For example, propose a passport for photo ID and the current license for address ID if the stated home address matches. Confirm both documents with the operator.

Why: Form 1583 footnote 10 prevents using one driver/nondriver ID twice, even though the category appears in both menus.

The form was notarized, but the applicant moved and the current address document no longer matches it.

What to do: Keep the completed version unchanged, tell the CMRA about the move, and arrange a new application with accurate information and any required new signature or notarial step. Ask the operator to confirm the replacement is recorded.

Why: Notarization does not erase an address discrepancy. Changed required information calls for a new application under DMM 508.1.8.3a(5).

A portal has no suitable foreign-address option even though the applicant has a genuine current lease in their own name.

What to do: Request manual review by the actual CMRA, naming the current-lease category in item 9g. Ask whether the obstacle is image quality, language, unsupported country or address format, or the operator’s own service policy. Do not enter a made-up U.S. residence to proceed.

Why: A software menu is not the postal rule. The operator still needs a supportable application and cannot waive the evidence requirements.

Do this in order

  1. Identify the actual CMRA and the mailbox location, rather than only the reseller or portal brand.
  2. Open the current official two-page PS Form 1583 and distinguish applicant home address, business address and PMB delivery address.
  3. Choose a current photo ID and a separate address document; compare the printed categories and the genuine name and address evidence.
  4. Get written resolution of foreign-document, translation, name, address-format or dropdown questions through the operator’s secure review process.
  5. Confirm whether the operator supports its own signature route or requires a U.S.-commissioned notary, and separately verify the notary’s requirements.
  6. Complete the accurate application, follow the agreed signature route and submit the required copies securely.
  7. Keep the completed form and operator confirmation; report later changes rather than assuming the original form stays current.

If you are stuck or something was refused

  1. Save the rejected version and request the precise failed field, category, written reason and responsible review office.
  2. Determine whether the problem is evidence, application accuracy, image quality, signature/notarial completion, portal behavior or a separate operator policy.
  3. Provide genuine replacement evidence or a new application when required information changes; arrange any required new notarial act without altering the completed old record.
  4. Escalate an unresolved category conflict to the CMRA compliance reviewer and seek USPS clarification when needed; a portal or salesperson cannot waive the rules.
  5. Confirm acceptance and the operator’s record update before relying on the mailbox for important mail. If leaving, coordinate remailing and update senders directly.

When help is useful

You can prepare the form and resolve ID categories with the CMRA using these steps without calling Notary Geek. The operator controls its application review and service policy. Notary Geek can help when a supported notarial act or separate document-authentication task remains; notarization is not a cure for missing address evidence. A postal-category conflict needs the CMRA and, where necessary, USPS, rather than repeated paid notarizations.

Why we added these answers

Public questions and Greg Lirette's practitioner explanations helped identify these gaps. Reddit is evidence of the question and experience, not legal authority. Examples above are fictional.

Document facts first

Start the company-owner document route.

Send the company state, document type, signer location, destination country, recipient instructions, Form 1583 status, and shipping destination. We separate the notary step from the apostille or official-record route.

Why this matters

Most of the apostille work is really company-owner document routing.

A large share of Notary Geek's international work comes from company owners: LLC documents, powers of attorney, passport-copy statements, UBO letters, authorization letters, operating agreements, bank forms, marketplace forms, certified company records, and shipping packets.

Those customers often already have a mailbox, virtual mailbox, registered agent, or address product. The point is not to sell them another one. The point is to keep the existing address/mailbox facts from being mistaken for the notary, apostille, or recipient-acceptance answer.

Ask first

  • Which company state?
  • Which mailbox/CMRA or registered agent?
  • Who is asking for the document?
  • Does the document need Form 1583, notary, apostille, or all three?
  • Where is the signer physically located?
  • Where does the completed package go?

Separate routes

The mailbox can be real and still not solve the document problem.

These are separate checks. Treating them as one generic "business address" answer is where bad advice and rejections start.

Mailbox / CMRA

Useful for mail receiving and often tied to USPS Form 1583. It does not automatically prove a business office, residential address, banking address, or marketplace address.

Registered agent

Useful for legal notices and service of process. It is not automatically a customer mailbox and may not be the address the receiving party wants.

Company document

Certified company records, operating agreements, POAs, UBO letters, and passport-copy statements may each need a different notary or apostille route.

No-SSN signer

A missing U.S. SSN is not a reason to give up. Notary Geek's current identity-document path can be submitted before scheduling at no charge.

Apostille

The apostille route depends on the document source, notary state or issuing authority, destination country, and recipient instructions.

Shipping

Company-owner packets often end with DHL or other tracked international delivery. Shipping can expose address-format and recipient issues late if it is ignored.

Address ID reality check

Foreign address proof is often where Form 1583 gets stuck.

A foreign founder may live at a real family home, have a real local government registration document, and still not have a Form 1583 address ID the CMRA is willing to accept. A genuine residence still needs evidence that fits the USPS address-ID requirements and the operator's documented review; the operator cannot waive USPS requirements.

For example, a German Meldebescheinigung or similar residence certificate may be official in Germany. That does not make it one of the address-ID categories the U.S. mailbox operator is prepared to accept. The mailbox operator should answer that before the customer spends money on the notary step.

Better first questions

  • Who is the actual CMRA or mailbox operator, not just the portal?
  • Which address-ID category will they approve for a foreign resident?
  • Will a genuine current lease naming you and your home address meet the published category? An informal living-arrangement statement is not automatically a lease.
  • Will they accept a qualifying home or vehicle insurance policy?
  • Will they reject foreign customers without a U.S. nexus even if the form is notarized?

Useful address review paths

Only use these if the existing address setup does not fit.

Many customers already have a provider. These links are for review when the customer still needs to compare mailbox, business-address, or residential-style address categories. Notary Geek is not endorsing the provider's fees or saying the product fits every document recipient.

Notary Geek may receive a referral credit if you click and later sign up through these links. A referral link is not an endorsement of the provider's pricing, fees, policies, uptime, security, suitability, address acceptance, or fit for your use case. These links are service categories to review, not legal, tax, banking, residency, mailbox-provider, registered-agent, hosting, cybersecurity, IT, or business-formation advice. Confirm directly with the provider and the party requesting the document before relying on any address, mailbox, hosting, or related service.

Next step

Send the document facts, not just the company name.

For company-owner apostille work, the useful facts are the company state, document type, signer location, destination country, recipient instructions, address/mailbox provider, whether USPS Form 1583 is involved, and shipping destination.
