Get a Pennsylvania apostille yourself.

Choose the right Pennsylvania vital, court, academic, business, private notarized or state background document; follow the official $15 apostille/authentication request; compare mail and Harrisburg counter service; and resolve electronic-output and recipient conditions before sending originals.

What an apostille actually solves

An apostille proves the origin of a public document: the official signature, capacity and relevant seal. It does not certify that every statement is true, make a degree equivalent, establish citizenship, validate a private contract or force a recipient to accept the underlying record. Identify the document, receiving office, destination country or territory and purpose first. A valid Convention route removes diplomatic/consular legalization, while a translation or substantive filing requirement can remain. Start with our apostille foundations for the connected treaty explanation. [HCCH-01; PA-04.]

HCCH-01 source PA-04 source

Check whether the Convention applies to this destination

Use the HCCH status table, its entry-into-force column, territorial extensions and accession-objection records. Being listed as a Contracting Party is not enough: the Convention may not yet be in force for it or between it and the United States. Article 1 also excludes diplomatic/consular documents and administrative documents dealing directly with commercial or customs operations. Do not mistake that narrow exclusion for all company documents. If a treaty, law or actual receiving rule dispenses with authentication, an apostille may be unnecessary. [HCCH-01; HCCH-02.]

Understand Pennsylvania's single certificate

Pennsylvania now uses one multilingual certificate design for Convention and non-Convention destinations. The inspected sample expressly makes its apostille effect depend on the Convention being in force between the United States and the destination. Outside that relationship, additional authentication requirements may apply; obtain the actual destination authority's sequence rather than automatically adding every possible federal and embassy step. An old instruction describing two visibly different certificates does not override the new design. State your destination on every request. [PA-04; PA-01.]

Choose the public official whose signature needs authentication

Pennsylvania authenticates its own state officials, county elected officials, judges and magisterial district judges, and Pennsylvania notaries. Send the appropriate original certified or notarized document. A Pennsylvania address on the owner or requestor does not turn an out-of-state birth record or an FBI response into a Pennsylvania record. Federal documents follow the relevant federal authentication route. Separately identify official records and privately executed papers before paying anyone to notarize a whole packet. [PA-03; PA-23.]

Order a birth certificate for international use

Order the Department of Health certificate and identify international use in Intended Use: select dual citizenship, or other and explain international purposes. DOH says an older certificate without the required raised seal or a hospital commemorative certificate is unsuitable for legal use. Do not notarize a Pennsylvania birth certificate. Pre-1906 records start with the appropriate county courthouse; that historical record requires its own custodian/signature route rather than pretending DOH holds it. [PA-06; PA-02.]

PA-06 source PA-02 source

Complete the separate birth-record order

Use DOH's signed application, eligibility and identification requirements. The ordinary certificate is $20; online ordering through its authorized VitalChek route adds a $10 service fee. Mail payment is check or money order payable to VITAL RECORDS, sent to Division of Vital Records, Birth Certificate Processing Unit, PO Box 1528, New Castle PA 16103. Some documented military and other waiver routes exist. These are issuer charges and processing, separate from the $15 apostille and transport. DOH's current processing link covers record issuance, not DOS authentication. [PA-07; PA-03.]

PA-07 source PA-03 source

Replace a local-registrar death certificate before submission

A death certificate signed only by a local registrar is not the required international-use output. DOH instructs applicants to order a replacement bearing the state registrar's signature through its death-certificate application. Keep the issuing signature and seal legible. The apostille cannot repair incorrect death-record information: resolve an underlying correction with the record issuer first, then authenticate the corrected official output. Pre-1906 death records require county-record research. [PA-08.]

Get the correct marriage certification

Ask the county where the marriage record was filed for an original certified copy for apostille/foreign use, signed by the register of wills or clerk of the Orphans' Court. A ceremonial certificate signed only by the officiant is insufficient. Adams County expressly warns that a deputy signature and a photocopy are not acceptable for its apostille route. Identify foreign use at ordering so the county can provide the required official signature; do not spend $15 authenticating the wrong version. [PA-09; PA-02.]

PA-09 source PA-02 source

Order the exact court judgment or decree

For a divorce, adoption order, name change or judgment, ask the court's records custodian for the exact certified document and say it is for apostille. A docket entry, online case search or vital-statistics summary does not reproduce a judgment. The Fifth Judicial District directs Allegheny divorce-copy requests to its Department of Court Records, not its Family Division. DOS's county checklist requires the clerk in charge rather than an assistant/deputy; ask for that signature and official seal when ordering. Restricted records and special recipient demands for exemplification remain document-specific. [PA-10; PA-02.]

Start academic documents with the issuing school

DOS identifies diplomas and transcripts as categories needing Pennsylvania notarization. The practical first request is the registrar's apostille-ready paper certification, not an unrelated notary stamping a photocopy. Penn State produces a letter attesting to the record and a notary witnesses its signature. Its form distinguishes an official transcript/enrollment verification from a diploma: a good-quality diploma copy can be used in that issuer process, while transcript photocopies are not acceptable. This is a school-specific procedure, not a statewide permission to substitute personal copies. [PA-01; PA-11; PA-12.]

PA-01 source PA-11 source PA-12 source

Follow the school's actual ordering path

At Penn State, attach its Notary Services Request Form to an official transcript order; it returns notarized documents to you for the next step. The revised January 23, 2026 form lists Registrar Notary, 114 Shields Building, University Park PA 16802 for diploma requests. Temple instead uses its diploma ordering/Parchment process, sends the diploma to its registrar for notarization, then returns it to the student; its published estimate is up to six weeks. A local runner cannot remove an uncompleted school-order stage. Request school preparation early. [PA-12; PA-13.]

PA-12 source PA-13 source

Treat digital school credentials as a separate output

Penn State says it cannot notarize electronic transcripts or CeDiplomas; digital verification is a different service. Penn's own diploma/translation FAQ describes electronically notarized translations, says electronic notarization is accepted by DOS, and gives a four-week service estimate. These are different issuers and products, not necessarily conflicting statewide rules. For an existing digital credential, identify the registrar's available apostille-ready output and the receiving institution's requirements before ordering a replacement or printing it. An online credential-validation result is not an apostille. [PA-11; PA-14.]

Choose the company record the recipient actually requested

A subsistence certificate is Pennsylvania's status/existence output for a domestic entity; a Certificate of Registration is the comparable status output for a foreign registered entity. A certified formation filing proves the contents of that filed document. Those outputs answer different questions from a bank letter, operating agreement, board resolution or ownership affidavit. Ask for the named document and date range. A registered-office provider's address or service does not itself supply a state-certified record or apostille. [PA-16; PA-17.]

Order filed company copies through Business Filing Services

Since April 15, 2024, the Corporations Bureau directs copy purchases online rather than its front counter. Search the exact entity, log in, choose Request Certificate and the appropriate certified-copy or status option. A certified-copy Results.zip contains the certified images and acknowledgment cover letter; retain both. The Hub says purchased outputs are not mailed or emailed and must be downloaded within 60 days; microfilm documents can take 2–4 weeks. Its business-certificate verification is distinct from apostille verification. A plain search printout is not a certified filing. [PA-15; PA-17; PA-27.]

PA-15 source PA-17 source PA-27 source

Keep company procurement and apostille charges separate

The general fee table lists status certificates at $40, certified copies at $55 plus $3 per page, and engrossed certificates at $125. The more specific Business Hub distinguishes non-microfilm plain copies at $3 per page from microfilm copies with an additional $15 search fee, then adds $40 for certification. Thus a one-page non-microfilm certified copy is described as $43; microfilm can add the $15 search charge. This reconciles the table’s $55 component for the microfilm case, but the table is broader. Save the actual order itemization and resolve a differing charge before paying. The apostille is a separate $15 per document. [PA-18; PA-17; PA-27; PA-03.]

PA-18 source PA-17 source PA-27 source PA-03 source

Do not assume a downloaded company PDF is ready to mail

The business portal manual establishes downloadable certified outputs and verification, but the apostille form still asks for original signatures and official seals, with no photocopies. The reviewed materials do not resolve which current downloaded business outputs DOS will accept on paper or whether an engrossed/reissued output is needed. Before spending more, retain the unaltered issued PDF/ZIP and its verification data; give the apostille office the exact certificate type, date and signing/certification method and request the required submission format. A notary's photocopy certificate does not replace the Corporations Bureau's certification. [PA-17; PA-03; PA-23.]

PA-17 source PA-03 source PA-23 source

Keep privately executed company papers on their own route

A resolution, operating agreement, authorization or affidavit signed by an individual in a private capacity can have a notarial act. Use the signer's true role and the act actually required; an acknowledgment and a sworn factual statement do different work. A notary verifies the required appearance/signature or oath, not that an entity is solvent or every ownership assertion is true. The notarization's jurisdiction determines its authentication office; it does not change where a state-filed company record originated. [PA-23; HCCH-01.]

PA-23 source HCCH-01 source

Request the right Pennsylvania background check

An ordinary PSP individual criminal-history request is $22, with $5 additional for the notarized response needed for apostille. Select the notarized $27 option on SP 4-164. Mail it with certified check or money order payable to Commonwealth of Pennsylvania to PSP Central Repository–164, 1800 Elmerton Avenue, Harrisburg PA 17110-9758. Its form prohibits cash/personal checks and says international adoption must be notarized and mailed in. Do not confuse the different payment rules for PSP procurement with DOS's apostille request. [PA-20; PA-21.]

PA-20 source PA-21 source

Avoid background-check substitutes

PSP checks cover Pennsylvania repository records, not federal records. The free volunteer check and the individual access/review product cannot be notarized under PSP's published options, so they are not substitutes for the notarized individual response. An FBI Identity History Summary is a different federal document and must use its federal route. If the recipient asked for a nationwide check, buying a state check with an apostille does not cure that mismatch. PSP says cases under review may take two to four weeks before any subsequent apostille stage. [PA-20; PA-01.]

PA-20 source PA-01 source

Complete the actual notarial act before authentication

For private affidavits, powers of attorney and authorizations, arrange the correct act, signer appearance and identification before submission. The certificate should show the act, date, venue, notary signature/title, commission expiration and required stamp, and be securely attached or logically associated as appropriate. A signature and seal alone are insufficient. DOS requires the notarial certificate in English; an adjacent second-language certificate is allowed when the notary understands it. Public-record copy restrictions remain separate. Use the official short-form examples to review an incomplete certificate before signing. [PA-23; PA-22; PA-02.]

PA-23 source PA-22 source PA-02 source

Check RON law before choosing an online notary

Pennsylvania authorizes electronic notarization and remote notarization through approved participation and technology. The notary must be in Pennsylvania; the signer need not be there. A signer outside the United States has additional statutory conditions: the record must involve the specified US matter, property or substantial connection, and the signing must not be prohibited where the signer is located. The certificate must indicate use of communication technology. Provider availability, an uploaded passport or a digital seal by itself does not establish compliance. [PA-24; PA-26; PA-22.]

PA-24 source PA-26 source PA-22 source

Separate RON completion, paper conversion and an e-Apostille

Section 304(c) authorizes certification of a tangible copy of an electronic record; the older DOS FAQ explains a recording use for a copy certified by the notary who executed the electronic certificate. That does not prove every personal printout is apostille-ready. The inspected apostille material did not establish an electronic intake channel or true electronic apostille issuance. Its new electronic seal is printed black ink on the certificate. For a specific completed electronic record, retain the native signed file and request the exact submission/conversion requirements from the apostille office before altering or paying to redo it. [PA-22; PA-25; PA-01.]

PA-22 source PA-25 source PA-01 source

Fill out the apostille request and calculate the fee

Use the official one-page form or a cover letter. Include requestor name, complete address, phone, email, destination country and number of documents. The form states $15 per certificate and calculates documents times $15; DOS clarifies not per page. One multi-page certified document is not automatically several fee units, and several separate records are not automatically one document because they share an envelope. For unusual multiple certifications, describe the actual documents before paying. A notary's good-standing certificate is a separate $15 request, not an automatic extra apostille prerequisite. [PA-03; PA-02.]

PA-03 source PA-02 source

Use the payment method for your submission channel

For mail, DOS accepts personal/cashier's check or money order payable to Commonwealth of Pennsylvania. A US-institution instrument is acceptable; a foreign-bank instrument must be in US dollars with a routing number. The form limits card payment to walk-in service. Cash is not accepted by mail or drop-box, and walk-in cash ended November 25, 2024. Overseas applicants should solve the accepted payment and return arrangement before sending irreplaceable originals. Do not put credit-card details in a mailed cover letter. [PA-02; PA-03; PA-01.]

PA-02 source PA-03 source PA-01 source

Send a complete direct request to Harrisburg

Send the required originals, form or letter, payment and return materials to Pennsylvania Department of State, Apostilles & Certifications, North Office Building, Room 201, 401 North Street, Harrisburg PA 17120-0029. A correctly prepared direct mailed request can solve the task without a notary-finding service or local intermediary. The form processes requests by received date; faster inbound transport does not itself purchase a faster state queue. Preserve your document inventory and tracking information so a later inquiry can identify the request. [PA-03; PA-02.]

PA-03 source PA-02 source

Consider counter service when it changes the elapsed time

The current service page advertises walk-in processing while you wait, Monday–Friday, 8 a.m.–4:30 p.m. except state holidays, and asks arrival by 4 p.m.; It also says the public entrance closes at 3 p.m.; plan arrival before 3 p.m. and check closure notices. The program page describes first-come, first-served handling. Thus a blanket claim that Pennsylvania has no useful in-person option is incorrect. Going yourself or hiring local help can avoid the mailed queue/return legs when practical, but it adds travel or service cost and cannot cure a defective document or guarantee completion. [PA-02; PA-01.]

PA-02 source PA-01 source

Read timing as dated and internally inconsistent evidence

Checked for this batch: the program page says about 2–3 weeks for mailed requests; the services page says 5–7 business days after receipt. The program's queue panel said it was processing requests received October 19, 2026, updated October 23, 2026 at 13:16. These are inconsistent published estimates, not a promised delivery date. Add record procurement, transit, corrections and recipient processing separately. Check the queue/closure page before a deadline; for a request already sent, retain delivery date and ask which received-date cohort applies. Business-record expedite fees are a different program and do not establish a paid apostille expedite lane. [PA-01; PA-02; PA-19.]

PA-01 source PA-02 source PA-19 source

Arrange the permitted return before dispatch

Enclose a self-addressed stamped envelope or prepaid courier air bill. Pennsylvania expressly refuses FedEx and DHL for RETURN shipment; this is not a published ban on those carriers delivering an inbound request. For UPS return, DOS says list yourself as sender and recipient. An international applicant must establish a permitted prepaid return route and actual destination coverage rather than enclose an unusable label. The reviewed instructions did not establish a separate international-return exception. Tracking helps document transport, not prove state processing or recipient acceptance. [PA-03; PA-02.]

PA-03 source PA-02 source

Plan translations with the receiving authority's actual rule

Identify the required language, whether the translation must include the apostille and attachments, whether it must be sworn/notarized, and whether the recipient requires its own local sworn translator. Translating the underlying record and authenticating a translator's declaration are different from authenticating the original issuer. Pennsylvania's English-language notarial-certificate requirement does not by itself establish a universal requirement to translate every underlying foreign-language document. Keep the official record, translation and any translator certificate clearly identified so a recipient can see what each certification covers. [PA-02; PA-14; HCCH-01.]

PA-02 source PA-14 source HCCH-01 source

Verify the certificate and preserve its attachment

Use Pennsylvania's official certificate search and the nine-digit certificate number. Compare returned details with the issued packet and underlying official; a matching number is not a substantive guarantee about the document's contents. The new black printed seal replaces the earlier raised gold seal, so its absence alone is not proof of a fake. The official sample demonstrates the layout and disclaimer; its SAMPLE number is not a customer example or a test of issuance. Pennsylvania attaches by staple and instructs you not to remove it. Preserve the complete physical packet even if you make a scan. [PA-04; PA-05; PA-01.]

PA-04 source PA-05 source PA-01 source

Recover from rejection or a lost or damaged packet

Separate issuer error, notarial defect, DOS rejection, transport loss and recipient refusal. For a wrong registrar/deputy signature, obtain a newly issued correctly signed record. For a missing notarial act or certificate, return to the responsible notary for lawful correction or a new act; do not edit a completed record yourself. For a DOS return, preserve its written reason, fee treatment, request reference and exact required replacement. For recipient refusal, obtain the named approving office's written rule and identify whether the objection concerns origin, format, age, translation or substance. For a missing/detached certificate, give DOS its number and underlying document details and request reissue instructions; no automatic free replacement is established. [PA-01; PA-23; PA-05.]

Worked example: a birth record for a foreign citizenship file

Suppose the receiving citizenship office requires a current Pennsylvania birth certificate, apostille and local translation. An eligible applicant orders the international-use DOH certificate, checks its official features, then submits it directly to DOS without notarizing the birth record. For an ordinary nonwaived mailed birth order, the stated government fees are $20 + $15 = $35, before transport and translation; online procurement adds its $10 service fee. A counter visit can shorten the DOS stage if practical, but cannot eliminate DOH issuance or the foreign office's substantive citizenship review. [PA-06; PA-07; PA-03.]

PA-06 source PA-07 source PA-03 source

Worked example: a notarized state background check

If the recipient specifically accepts a Pennsylvania state check, choose PSP's notarized individual $27 response, then request its $15 DOS authentication: $42 in stated government charges before postage. A free volunteer response is not a cheaper equivalent because PSP cannot notarize it; an FBI requirement cannot be satisfied by changing the label on the state check. If the matter is international adoption, use the form's mailed/notarized instruction. Budget PSP review time separately from DOS handling. This compares supported routes rather than promising all background reports will be accepted. [PA-20; PA-21; PA-03.]

PA-20 source PA-21 source PA-03 source

Choose direct submission, local help or managed assistance deliberately

Direct submission is sensible when you have the correct original, accepted payment/return materials and enough time for the published queue. Local help can add value for an available counter route, issuer collection or a specific correctable defect, with extra service and travel costs. Managed assistance can add document review, scope coordination and recovery responsibility, especially from abroad. Ask what each quoted price includes: issuer charges, notarization if needed, $15 per DOS document, shipping, translation and correction work. No intermediary can turn an ineligible record into an eligible one or guarantee a foreign decision. Paid help is optional; compare its measurable work against doing the official steps yourself. [PA-02; PA-03; PA-13; PA-19.]

Resolve these exceptions before paying or shipping

Source confidence: High for inspected ordinary paper procedures and named issuer examples; conditional for exact court/business electronic outputs, conflicting mail estimates, branch-specific business charges and recipient requirements.

Electronic output: Not established by the inspected current sources. DOS describes an electronic seal printed in black ink and online verification of a certificate; neither is proof that it issues a true electronically signed e-Apostille. Native electronic-document submission and conversion details remain PA-ELECTRONIC-01.

Keep the packet intact: DOS says staple is the Pennsylvania attachment method and must not be removed. Keep the original packet intact; a scan is a separate reproduction. No issued customer certificate was inspected or verification search submitted.

Official forms, ordering links and claim sources

Bracketed source IDs in the guide point to these records. Each record identifies the exact supporting section or PDF page and its checked date. A checked date is an observation, not an effective date or service guarantee.

Optional help after you choose the document process

You can use the official process without hiring Notary Geek. For a simple wet-ink signature, compare your bank or credit union, workplace, neighborhood notary, shipping store or mobile notary. Confirm the fee and the correct notarial act before signing. A notary cannot turn a private photocopy into the issuing office's certified record.

If physical shipping from abroad is the obstacle, separate document preparation, state submission, state return, scan-back and international shipment. A scan is not the physical apostille packet. Any receiving, label, shipping, review or full handled service needs its own agreed scope and price; this guide does not promise those services for every document or a faster state queue.
